Priority #1: Preserve Consumer Choice of Medical Products
In Fall of 2025, the Centers for Medicare and Medicaid Services (CMS) approved a rule establishing competitive bidding for catheters, ostomy supplies, and tracheostomy supplies. Without action from Congress, it would likely be fully implemented sometime in 2027.
This rule would severely limit choice and quality of these products, and it would prove devastating to people who rely on them. United Spinal advocates request that Congress include language in the Fiscal Year 2027 Labor-HHS-Education appropriations bill that would delay implementation of competitive bidding to give Congress more time to craft appropriate legislation to address it.
Priority #2: Funding for the SCI Model Systems
The Spinal Cord Injury (SCI) Model Systems serve as the central nexus of care for people diagnosed with spinal cord injuries. They provide the standards for care at all stages ranging from emergency services through rehabilitation and reentry into the community.
United Spinal advocates request increased funding for the SCI Model Systems, as funding has not kept up with inflation and population growth over the past quarter century. Increased funding for the Model Systems is needed to ensure that people with spinal cord injuries can receive the full amount of rehabilitation that they need to return to full community participation after injury, as well as to support cutting-edge research that underpins the entire system of spinal cord injury care in the United States.
