President’s Budget Cuts to Disability Programs and Services

The President’s Budget for fiscal year 2021, which starts October 1, 2020 through September 30 2021, features the following cuts:

  • The President’s 2021 Budget requests $94.5 billion for the Department of Health and Human Services, a 10-percent decrease from Congressional enacted levels in 2020 ($105.8 billion); including over $3 billion in cuts to the National Institutes of Health; $1.3 billion in cuts to the Centers for Disease Control and Prevention; $22 million in cuts to the National Institute for Disability, Independent Living, and Rehabilitation Research (NIDILRR); and an approximately $575 billion cut to Medicare and a $920 billion cut to Medicaid over the next 10 years.
  • The President’s FY 2021 Budget requests a $1.3 billion cut (10.5%) for the U.S. Department of Labor from $12.4 billion in 2020 in Congressional enacted levels to $11.1 billion in 2021.
  • The President’s FY 2021 Budget requests a $3.2 billion cut (13%) for the U.S. Department of Transportation from $24.8 billion in 2020 in Congressional enacted levels to $21.6 billion in 2021.

Please note that the Paralysis Resource Center at the Department of Health and Human Services’ Administration for Community Living was assigned funding of almost $10 million for FY2021 after having funding eliminated in the President’s Budget in 2020 and after successful advocacy from stakeholders, including United Spinal Association, urging for continued funding.

It is important to also note that the President’s Budget is only a proposal, and as it does every year with every Administration, Congress will negotiate funding for Federal agencies, with input from advocates and lobbyists throughout the Spring and into the Fall of 2020.

As a reminder, President Trump highlighted the following in his State of the Union Address in February: lowering prescription drug pricing; protecting pre-existing conditions; as well as improving infrastructure and transportation investments and employment opportunities. It is up to us to keep up the fight and continue to remind the Administration what is important to us!
